Evidently, not for those cases in which your house is burning. ;)
But consider cases when you would like to complain over garbage burning (within the Tessabaan area), unsual noise or air pollution and smoking in public places etc. Community services in general. Ever missed a street light? Or questions on zoning if applicable.

Do they have English speaking operators on duty 24/7 or are you better off getting a Thai speaker to call?

I don't know and I don't expect English speaking operators 24/7.

But in the case of number 199 it is recommended to learn to express the following information:
"Fire" in a reasonable version of English.
To be able to pronounce the burning house address in Thai. Like the 90-days report person within Immigration increasingly likes to ask you where you would be living in Udon or Nong Bua.
xxx Moo xxx - Moobaan name - Tambon name should be sufficient for 199.

Reading some other posts it occurs to me that the details of contacting The Samaritans might be useful .
Currently there isn't a branch in Udon but the Bangkok phone line is manned 24hrs every day .If you feel the need to talk about whatever is troubling you give them a ring .02-713-6791 (English) or 02=713-6793 (Thai).Or the emergency lines are 1-800-784-2433. or 1-800-273-8255. You could use the general 911 and ask for Samaritans .
If you need further details or would like to volunteer, their email. samaritans-thai@hotmail.org.
Ageing is a privilige denied to many .

Not sure how far along we are with this. this morning we needed to contact the Govt. Water people about the main supply pipe having sprung a leak. I had printed out, some time back : "useful numbers" but nothing concerning water supply nor Electric supply for that matter. Neither appear in the magazine nor on the map. Any ideas?
