regulations re visiting Udon

I notice Udon is listed as "red zone" .are there any restrictions on same day shopping trips from Sakhon Nakhon to Udon Thani .,

A few days ago a friends TW was stopped a road block out side Ban Meuang, Sakon Nakhon on returning to her home in Ban Dung, Udon. They tried to turn her around but she managed to charm her way through.
In saying that the 296 bus route is still running?

I am aware of some one driving in the last 2 days Ud .. Buriram .. Bkk - Patts - Ud .. without any issues.

added info .. Dao family came over from Saknak to Udon no problem traveling at all ..
