It would be very difficult to make an informed offer without a lot more information e.g.

- type of title
- exact position (google maps co-ordinates would be helpful)
- distance (north or south) from Hwy 2022 intersection
- condition (ie rice land, filled and compacted, etc etc)
- access to Hwy 2096
- access to utilities (power, water, telephone etc)
