There is a CO2 exchange shop accross the ring road from Chris's Place:

Chris says they dont refill there but rather exchange your bottle.

There is /was a shop on the LHS going towards Nong Khai on the the ring road just before a set of traffic lights where you U turn for Global . Drop[ off , they refill Fire extinguishers and the like
