As I see it, the water falls are at 18.12602N,102.18615E, in Sangkhom, . น้ำตกธารทิพย์ Can you give any details on the way to get there?

Don't know about Long/Lat, we just turned off the Nong Khai road onto Route 211 through Tha Bo, Sri Chiang Mai and past Than Thong waterfall????? (well a few pools in the rocks where it's fun to play in the water)
There is a car park and a few ma/pa shops at the entrance and you have to walk about 60metres and then up about 100 steps to get to the main fall.
There's a nice old? Buddha house on the route that's worth a few mins stop as well ....I'll post a couple of pics when I manage to reduce the size.

Parrot...........from 2314 / 210 intersection it's about 20 kms difference, shorter, going up thru ban phue, na yung which has another WF on the way. as opposed to ut / nk / along river to sangkhom. which i'm sure you've done too many times already. shorter route may take longer, though decent roads, just not major highway as NK rd / 211 till river, then slows down.

There's some quite spectacular Topiary alongside the road from NK Highway to Tha Bo inc a group of elephants in circus formation and what appears to be an attempt at a pair of boxers in a ring. I remember about 10 yrs ago they tried to do the same along the NK road, but gave up.
It's about 150km from the ring road to the waterfall (via NK Road) so it makes a nice 7 or 8 hour round trip with stops
