Its already at the consulate in Vientiane. Im guessing it must be elsewhere as well.

So it shouldnt be too long before it reaches local immigration offices.

Im sure that security is involved, but a comatose or dead person can still have their face biometrically scanned and be identified when a biometric pic is available (with something like a non O for example)
