As written the 1st year is treated the same as the Extended O visa = 90 day reports and re-entry permits are required!
As you have to exit the kingdom every 90 days in the 2nd year NO 90 day reports are required!

Unless it was a very long time ago the is NO requirement to exit the country in the second year of an OA visa there certainly is no requirement today and for as long as I've been taking an interest in the rules.
As you are given a 1 year permission to stay each time you enter until the visa is used/finished.
If you want to get the maximum time possible on an OA visa you leave the country
once only just before the "use by date" so you never need a re-entry permit during the validity of the visa and in the second year you only need one if you want to go abroad.
You either wanted to make trips abroad or were misinformed, regrettably a not unusual occurrence.
90 day reports are unrelated to any visa. The rule is "
if you are in Thailand for 90 day you must report."
