I would hate to be the falang expat or the non powerful Thai that pressed a case against Thai authorities 
This kind of legislation is only windowdressing and is another waste of energy except for a rare case involving someone with powerful support!Even then it would be a dangerous play
Compensation plan for police scapegoats

The Justice Ministry is planning to amend a 2001 compensation act to make state authorities, including the police, financially culpable for wrongful charges against innocent people. As part of ongoing government reforms of the judicial system, the amendment of the Payments of Compensation and Expenditure for the Damaged and Defendants Act is aimed at preventing police using innocent people as scapegoats including many cases often thought to be linked to police corruption.
