Comprehend simply means to understand. Your tortured semantics make that difficult. 48 percent of Kiwis think it is good idea and an ex NZ prime minister thinks it is inevitable.
Already part of the Australian constition paragraph 6 defining which colonies are identified as part of the Commonwealth. As far as I am concerned they should be welcomed to join the mainland and learn to speak gud cuz.

To comprehend is to mentally grasp something's complete nature or meaning. Comprehend is thus often a bit stronger than understand: for example, you may understand the instructions in a handbook without completely comprehending their purpose

Why did New Zealand not become part of Australia?
The prevailing view was that New Zealanders were of superior stock to their counterparts across the Tasman.

The problem with an amalgamation of the two nations is that New Zealand’s status would go from that of an independent nation to a state of a ‘new’ nation, that was really an enlarged Australia. It is unlikely that a majority of New Zealanders would find that acceptable. As time goes on the likelihood of such a thing happening becomes less not greater

We could amalgamate the existing countries into The Republic of Oceania. North and south Islands could become states along with NSW, Vic, Qld, Tassie, WA and SA. Kiwi states could join the Sheffield shield and learn how to play cricket. All blacks would cease to exist and Aussies could compete again. Aussies would get to drink Speights and Tui. We could abandon Canberra and Wellington and make Norfolk Island the capital. Match made in heaven.
