The fishery operation in Udon can do that. I use for the pond water. Not sure if it would be complete enough for drinking water. It's free so worth a try I suppose.

The regional science center, just down the Khonkaen highway from the driver's license facility in Non Sung (โนนสูง) does drinking water testing. Bring a few liters in a very clean plastic container. They provide their analysis in English if you ask for it. Takes a few days.
