Anyone got any idea what this is going to be when finished?

Looks like a Hotel/Shopping Mall/Casino ??

its a hotel, should of been finished for the asem summit , dont know why it never got finished , perhaps they run out of money. Plenty of inexplicable ---- goes on over here
