How should he go about getting a 60-day tourist visa, please?

He certainly should not wait that long. He must apply online for an e-visa so he should start now.

His best bet is to either visit or call the Embassy first, that way you get the answer from the source
BUT Visas as of June 2019 must be applied for Online

Were you previously able to do it at the BKK airport before June 15th?

It is easier to use a provincial Consulate than the Embassy as most of them don't require you to use the online system which is a pain in the arse.
I used Cardiff as my son lives there.
Phone them for an appointment mine was about 4 weeks after I called.
Turn up, or in my case my son did, present the documentation etc. and he was back out with the visa in 10 minutes. Great service.
This information was correct in December when I got my visa. As ever it's worth a call to check.

In fredwilliams case, his friend only has about a week before he flies out.

if time to short he is best entering on a 30 day tourist Visa and if he staying in Udon area very easy for the border run for an extra 30 days if he requires more then go to Vientaine Thai consulate and apply for 60 day tourist visa 1000THB but must stay over night and book an apointtment in advance online which he will have time for with is 30 day tourist visa on entry

That is Visa Exempt and there is no need to cross the border for an extension for 30 days you can do that at any immigration office for ฿1,900

You have never been able to get a tourist visa at any airport. You can only get a Visa Exempt entry, if your nationality permits (64 countries), or a Visa on Arrival for other nationalities (19 countries eg Chinese).

In which case he has no choice but to get the 30 days on arrival as the processing time in the UK will take longer than that.

There is a high-trafficked post on thaivisa from about 6 months ago, re: e-visa apps in the UK, postal and in-person.
