There's more to this than meets the eye. Are the lao khao distillers onside with this subtle shift? Or is this more of the medicinal marijuana malarkey?

Yep,
those who have been certified as patients by professional medical practitioners would be permitted to grow cannabis for their own treatment.

The "laws" will remain vague and continually moving targets so citizens can never be sure what's legal and what's not.
It's how Thailand operates.
