Designer:

The amount of steel rods (rebar?) used in the foundation should not be a concern in your calculation of the volume of concrete that they need to order. Typically this amount of reinforcement is 5% to 10% of the foundation volume. Just as typically this volume is equal to the amount of concrete that is wasted in the process of pouring the foundation.

To determine how many cubic meters of concrete they need to order, you need to get or make a sketch of the foundation. Break the sketch up into a series of rectangles, squares, or if appropriate cylinders, and triangles. Calculate the volume of each element (for rectangle - Length in meters times width in meters times height in meters). Add all the individual volumes up and the resulting sum is the volume in cubic meters of concrete that needs to be ordered.

The quote of 1500 baht a square meter is confusing in the fact that the material cost of concrete needs to quoted on the basis of cubic meters of concrete. A quote on the basis of baht per square meter sounds more like the labor cost to do the work (assuming it is a concrete slab) and excludes the cost of concrete. The 1500 baht needs to be verified that it is either per cubic meter or it is only for labor (15 mtr x 6 mtr x 1500 baht = 135,000 baht) and the cost of concrete needs to be added.
