Firstly I would apply a sartorial standard to all farangs. Yes a dress code. This could be applied at point of entry and enforced regularly at visa renewal time.Now I am writing humorously but before you comment let me tell you. When I first came to Thailand in 1977 there was displayed on the wall in immigration a notice that said " Persons with long hair or inappropriate dress will be refused entry to the Kingdom. I think ,from my current observations that if applied today, it would decimate at least half the farang population Secondly, a litle more serious. I would make sure all incoming visitors had sufficient funds ie: travelers cheques etc.To cover the duration of their visa.Whether its 30days or 3 months.. It is obvious that many presently don't.
Currently I would set that figure at 30,000bht per month.(interested to hear serious comments on that one). I would also insist that proof of heath and accident cover was available.I never have heard of so many, mostly elderly, that are existing on a wing and a prayer over here.
Obviously these are farang only changes. On a more general note to the native populace. I would improve the educational opportunities for the poorer elements of society. Starting with going back to the traditional role of the temples as places of learning, not just about the Buddha but also what is known as the three R"s. I never cease to be amazed at the opulence of some temples compared to the impoverished appearance of the local school. If you want to make merit for yourself by giving tambon to the temple, I feel the monks also have a duty to the Lord Buddha to use that money for the improvement of the local people.Gold on the roof, is no substitute for knowledge.
I could go on and on in a similar vein, there are so many injustices here, but I think I have answered Aardvarks question enough to generate a few replies.
