If you are building a boundary wall that is also a retaining wall, two different things then you should have it designed by an engineer, in Australia a retaining wall retaining over 900mm must by law be designed by an engineer.
If the wall was a retaining wall plus a boundary wall then I would build the retaining wall to ground level before placing fill, once the land was filled I would then build the boundary wall from ground level up, ie the retaining section R/C concrete, above ground R/C columns out of the retaining wall at about 3 metre centres with concrete blocks infilled, top of retaining wall foundation for boundary wall blockwork, clear as mud.
