Marriage 'O' visa 90-day In-n-Out
I have a one-year 'O' visa and need to travel to Laos 90-day check-out. Has anybody had a recent experience of doing an In-n-Out run? I do not have to go until the first week of May. I'm more worried about coming back and having to have a medical certificate and 100k insurance policy.
I usually spend a couple of days in Laso for some R&R from village life but I would be happy to go out and in and be done with it.
Any info will be helpful.

Once you have used that then you will need an embassy letter (by email) to get a 30 day extension under 2.28 Though an extension up to 90 days under 2.25 could be available you really really do not want to be able qualify for that one.

I have till the middle of next Feb before my 1-year multi-entry visa expires. I just need to do the 90-day border crossing before 12 May. I am hoping it will be open by then.

Last week I got my 60 day extension from Udon immigration for my expired Single entry Non Imm O Visa married with wife and kids which expires 23rd May. After this expires is my best option the letter from the UK Embassy.

I got single entry non-o based on marriage in 2011 and I am still here using extensions. Yes, need money in bank 400 000 thb or 40 000 thb per month income. If income, there must be proof or Embassy letter confirming. I believe everyone has a proof of marriage already, if have non-o based on marriage.
Extras are a witness, who knows that you really are a couple, map to your residence and few photos. With that set you can get 365 days extension and COVID-19 should be history. Might be COVID-20 then.
Then no 90 day in-out.

No.
Your best option is 400k in the bank and a 1 year extension.
Or possibly 2 months of international bank transfers of 40k and a 1 year extension.

Ignoring the current plan from the government to end the visa amnesty on 31 July and allow application for extensions of stay through 26 September and also ignoring the current border closures, flight restrictions and re-entry requirements, is it NORMALLY possible to get a 60-day extension and a re-entry permit that allows one to depart and return during that 60-day entitlement? Or is the applicant obliged to remain in the country during that 60-day extension's validity?

You can get a re-entry permit for any permission to stay stamp.
If you can get an extension depends on the extension you want and your personal situation.
The 60 day extension for visiting your wife is available a single time for an entry into Thailand, however long ago you entered.
AFIK a re-entry permit can apply to the under consideration period, but you need to get a new one when you apply for your extension.

Reading some of the questions which require a far better knowledge of the current situation than most of the members will have, may I respectfully urge people to actually Ask iMMIGRATION themselves the answers .
Often the most complicated requests are answered simply by them. They themselves are having to deal with the ever changing information coming out of Bangkok and I would suggest they know the answers.
While I am sure members have a fairly good idea, nothing beats information from the horses mouth as it were and we all know from experience that , that also might change as well`.

^ Point well taken, but then a member may have a question that is similar to another member's question, and after posing the question ONLY to immigration, never post the answer or outcome here.

There would be little point in getting a re-entry permit on a 60 day wife extension as you could simply come back again on a new visa or visa exempt and get another 60 day wife extension on you next entry? As stated only ONE of these 60 day extensions is allowed for each visa/visa exempt entry. I did mine over 15 years ago and still not allowed to do another until I stop my annual extensions and re enter on a new visa again, something I'll likely never do.

Hypothetical scenario here: Foreigner married and currently in Thailand on visa-exempt entry that has been 'amnestied' has a 4-week tour of duty in a neighboring country in August (Thailand, transit and destination country Covid-19 precautions and procedures all confirmed and in place). Looking towards further enabling Thailand re-entry in about 5 weeks from now by having the extension and re-entry permit already in the passport as well as proof of marriage, US$100k insurance, C-19 test, fit 2 fly, medical cert, 14-day state quarantine, etc, etc.. This in lieu of any regional borders being open or any Thai embassy or consulate being able to issue the appropriate visa any time in the next 5 weeks or so.

You are incorrect on the point of getting a re-entry permit on a 60 day extension. There are quite a few reasons to get one in normal circumstances, and even more now. The situation around getting an extension, if on amnesty, and once you have got one if you will be allowed to get a 1 year extension is cloudy, some offices having one opinion other offices having a completely different view. Once the end of the amnesty is confirmed it is likely that there will be guidelines issued that tell you what will, and will not, be permitted.
It’s likely that the brown envelope people know this as they said no 3 month visas next week.
