So I suppose if I am to fly to Thailand as a 'bonafide" vaccinated Tourist and hence qualify for only 10 Days mandatory stay in Quarantine, then I need to arrive in Thailand before 06 July 2021, i.e. within 3 months of my second Jab date?
Or will it have to be within 3 months of my first Jab (in mid March) hence arrive by mid June

I haven’t seen any information regarding vaccinated travelers. The published information on 10 days quarantine relates to any travelers but the countries it applies to will be updated at 15 day intervals, at the moment both the U.K. and USA are probably excluded but some Middle Eastern countries are almost definitely OK

Quarantine period will be reduced from 14 days (15 nights) to 10 days (11 nights). Travelers from countries with COVID-19 variants, will still be required to undergo the quarantine period of 14 days (15 nights). The list of countries with COVID-19 variants will be published and updated by the Ministry of Public Health of Thailand every 15 days. While being at quarantine facilities, travelers must take two RT-PCR tests: between day three and five and between day nine and ten.
While undergoing quarantine, travelers will be allowed to engage in leisure activities subject to time and conditions granted by the Ministry of Public Health of Thailand namely exercising in the fitness room, outdoor exercising, swimming, bicycling within a controlled area, and ordering goods and food from outside,.
For non-Thai nationals, a Fit to Fly certificate will be no longer required. However, a medical certificate with a laboratory result indicating that COVID-19 is not detected, using the RT-PCR method, issued no more than 72 hours before departure, is still required. For Thai nationals, submission of either a Fit to Fly certificate or a COVID-19 test result will be required to travel to Thailand.
