Can Laos people fly from Vientiane and transit through Bangkok onwards to Australia (assuming they have a suitable OZ visa)?

There are no commercial flights out of Laos at this time.

Glad to be wrong in this case. On their website, Laos DFA, it stated that there were no commercial flights allowed out, only chartered flights until further notice.

The land border at Nong Khai is to reopen on Dec 24th.
Also a lot more land crossings will reopen on Jan 1st.

Starting December 24, the Nong Khai border checkpoint will be opened with special protocols in order to prevent the transmission of Covid-19. The opening will mark the first land border to operate using the Test & Go entry scheme that only requires fully vaccinated travellers entering to take an RT-PCR Covid-19 test and wait for the negative results before being allowed to travel freely throughout all of Thailand.

Other land borders are expected to follow suit with Thailand intending to open all international land borders on January 1 including Ubon Ratchathani, Nakhon Phanom, and Mukdahan, all along Thailand’s border with Laos.

Will see what the conditions are for entering Laos & re-entering Thailand are next year.
Just watched a You Tube video of the train journey from Vientiane to Lat Prabang.
Would be a nice trip to use the High speed train to go to a couple of places for a week or so in Laos.
