I have got one of those small wheelie cases and One wheel has broken. Cant find how to get it off so looking for somewhere that can.NWS or UdoN area prefarably.

Depending on the brand and design if it is a two wheeler, they often have access to a couple of screws internally after opening a zipped fabric. I have replaced these original clackety wheels with roller hockey wheels with great success on Travel Pro's and Samsonite's both carry on size and larger size luggage.

New roller hockey wheels really upgrade these gems into a stealth, curb hopping, smooth running, airport cruising machines. Not quite as versatile and the 4 wheel spinners but I do favour the two wheelers especially when making luggage trains of three or four bags hooked together.
