No. It means the batter has made a safe hit 377 times out of a 1000 times he has come up to bat. However, if the batter walks, is hit by a pitched ball, or makes a sacrifice hit (where he gets out, but has deliberately hit to advance a baserunner), that is not counted as a time at bat.
There may be other occasions where a time at bat is not recorded (eg catchers interference) - any experts out there?
